Consider adding otel support

Resolved (deep backlog refinement, 2026-07-11): projects/ores.telemetry/core exists with exporting/log_exporter.hpp, file_log_exporter, hybrid_log_exporter and ores.logging integrates telemetry (ores.logging.hpp, lifecycle_manager.hpp reference telemetry); a working telemetry/logging framework is already in place, addressing the underlying need this capture flagged (though full OTLP-collector export is still tracked separately in add_otlp_exporter_for_opentelemetry_collector.org).
