Timeline board chart needs a movable time-window with back/forward navigation

Resolved by PR #1200. Implemented as the timeline window-navigation feature (Window the timeline chart with back/forward navigation).

What

The agile-board timeline chart renders the entire period in a single view. At 20-minute granularity over many hours (see the Sprint 20 backfill) the chart is too crammed to read. Add a moving time-window — show a fixed span (e.g. a few hours, or N buckets) at a time — with back/forward controls (and ideally zoom) to pan through time, so any window stays scannable. Surfaced while reviewing the regenerated Sprint 20 timeline.

Why

The whole-period chart becomes unreadable as soon as activity spans more than a couple of hours; a windowed, navigable view is the difference between a usable timeline and a wall of bars.
