Second attempt at the Qt trade-import dialog — carry-over from sprint 13. Postponed again.

Continued from: Trade import mapping dialog (sprint 13). Second
attempt; 4h39m of work landed but the story was postponed again.
The ORE Import Wizard (ore_import_wizard) covers a broader
shape that subsumes some of the goal.
3. Acceptance
- Dialog accessible from book list toolbar.
- Trade preview + counterparty mapping + book selection + confirmation.
- Successful import creates trades; visible in trade list.
