Result

Both gap captures filed to the product-backlog inbox, reframed for the current reality (the appraisal predated the layers' present state):

  • country_http_endpoints_and_codegen — refdata/country has no HTTP REST endpoints; HTTP is not in codegen and the layer is stale (JWT/auth needs review). Modernize-then-add-then-templatize.
  • wt_codegen_and_modernization — Wt is hand-written (country's widgets exist and are wired into ore_application.cpp, so country's Wt gap is functionally closed) but not codegen-driven and stale.

HTTP work is being started immediately (pulled out of the backlog); Wt remains captured for later.
