Goal
Scaffold sprint 21, move all 24 postponed stories from sprint_20/ to sprint_21/ (updating filetags and parent sprint references), wire the sprint into the version manifest and agile index, and update the vcpkg submodule to latest master.

Acceptance
- sprint_21/sprint.org exists with correct mission, Previous link, and start date.
- 24 story directories moved from sprint_20/ to sprint_21/ via
git mv. - All moved org files have filetags updated (:sprint_20: → :sprint_21:) and Parent sprint re-pointed to Sprint 21.
- version.org and agile.org wired: sprint 21 row added; Current Sprint updated.
- vcpkg submodule pointing to latest master.
