Goal
Give sprint 23 a real starting backlog: work through the product
backlog and past-sprint carry-overs, promoting well-specified
captures into sprint 23 stories and pulling in stories that were
misfiled (wrong bucket/sprint folder) or mislabeled (marked ABANDONED
in a sprint table with no corresponding decision recorded), verifying
each one's premise against the live codebase rather than trusting its
own text. Also extend the agile-refine-backlog skill with a deep
mode, so future backlog audits of this kind are a repeatable,
reported procedure rather than one-off manual work.

Acceptance
- Sprint 23 has a working set of well-specified, verified stories to pick up (not just "Open sprint 23" scaffolding).
- Every misfiled/mislabeled sprint-22/sprint-19 story found is corrected: moved to its correct sprint folder, filetags/parent-links fixed, and wired into the correct sprint's Stories table.
- Every promoted capture is verified against the current codebase before being trusted (confirmed still-unaddressed, not already resolved elsewhere).
- Duplicate captures are merged with no content loss, not silently deleted.
