Story: Clean ores.history to the component clean standard

1. Goal
ores.history meets the Component Clean Standard: the items marked All and Protocol pass, each item that does not apply is recorded with its reason, and ores.history joins COMPONENTS_UNDER_TEST. Order 12 of 35 in the sprint 26 component clean-up, tier 2 (higher infrastructure).

3. Acceptance
- Every checklist item that applies to a component of kind Protocol passes, with its evidence recorded on the task.
- Every item that does not apply is recorded as not applicable, with the reason.
- Every generator defect found is fixed at its source, with a regression test.
- ores.history is listed in
COMPONENTS_UNDER_TEST, andcheck_component_drift.py --allpasses.

5. Notes
- Survey on 2026-09-23: 1 entity, junction or operation models; 12 C++ files outside tests, 1 of them generated (8%); 3 messaging headers, 2 of them hand-written.
- Started on 2026-09-22: the history protocol is generated from an operation model. The handler and the registrar are still hand-written.
