Address the PR-review feedback on the Data Librarian landed in sprint 09. Some of the review work ran out of token budget last sprint and was carried into this one.

Continued from: Data Quality subsystem and Data Librarian (sprint 09) — polishes the librarian based on PR-review feedback from the sprint 09 work.
Acceptance
- Domain view + edit work.
- Dimension nodes in the tree as filters.
- Dependency diagram consumes the new message.
- Country flags load reliably after restart.
- Outstanding items raised as follow-up stories.
